MongoClient publishes a TopologyOpenedEvent only once

      A MongoClient only publishes a single TopologyOpenedEvent when the Topology is first created. However, a TopologyClosedEvent is published every time MongoClient.close is called.

      This behavior seems a bit strange. I think TopologyOpenedEvent should be published every time the Topology is (re)opened.

      Also, the SDAM monitoring spec tests do not include tests for TopologyClosedEvents.
