Context
Python 3.9 reached end-of-life in October 2025, and Python 3.10 reached end-of-life on October 1, 2026 (see PEP 619|<https://peps.python.org/pep-0619/>). Following the driver's removal of 3.9/3.10 support (PYTHON-6138), drop support in the other packages.

Definition of done
Each package raises its minimum supported Python version to 3.11: update packaging metadata, CI/toolchain configuration, and documentation, and clean up version-gated code paths.
Pitfalls
- Ensure container-based tests run updated Python versions or newer images.
- Do not change the minimum Python version in Drivers Evergreen Tools or drop Python 3.10 from the toolchain, those are
handled independently
