      Context

      Per PEP 619|<https://peps.python.org/pep-0619/>, Python 3.9 reached end-of-life in October 2025 and Python 3.10 reached end-of-life on October 1st 2026. We can now drop support for both.

      Definition of done

      Raise the minimum supported Python version to 3.11: update packaging metadata, CI/toolchain configuration, and documentation.

      Pitfalls

      Ensure container-based tests run updated Python versions or newer images, and coordinate with subpackages (e.g. pymongomongocrypt) so they drop 3.9/3.10 around the same time.
