      Context

      Follow-up to PYTHON-6138 (drop Python 3.9 and 3.10 support).

      Sweep the codebase for version-gated code paths that are now dead, and remove them.

      Definition of done

      Remove

      • sys.version_info checks for Python < 3.11
      • typing_extensions imports that are no longer needed on 3.11+
      • Conditional dependencies / pins in pyproject.toml that only applied to older Pythons
