SDAM spec calls for these two topology types to be separate. Ruby driver currently only has a ReplicaSet topology which includes both of these. Part of the reason is perhaps because Ruby driver tracks topology as statically configured only and does not track its dynamic state (e.g. whether it has a primary) - that's done in server selection objects.
