Add server selection tracing events

      A POC of server selection tracing/logging was done in Rust in tandem with making the spec changes for DRIVERS-1671. While DRIVERS-1671 is not being merged for a while due to its dependency on DRIVERS-2350, the Rust POC of it will be merged now as we expect minimal if any changes in the specified behavior.

      RUST-1495 will track verifying final compliance with the spec.
