      SERVER-97431Ā introduced a smoke test suite to cover each user command under the Catalog and Routing umbrella.

      Due to unaddressed dependencies (SERVER-98315), a few relevant commands are still missing from the list.

      The objective of this ticket is to ensure thatĀ setUserWriteBlockModeĀ gets also included into the smoke test suite: to achieve this, relevant test cases can be extracted fromĀ jstests/sharding/set_user_write_block_mode.jsĀ and migrated into a new test file underĀ {jstests/noPassthrough/catalog.
