Increase number of resmoke jobs for temporary, required v5 toolchain build variants

      The changes from a89d928 as part of SERVER-97562 increased the number of resmoke jobs for many tasks from the required build variants. This enabled patch builds to complete sooner.

      We should apply the same settings to the required v5 toolchain build variants from SERVER-100475. Eventually these v5 build variants will take over the current v4 build variants but we can enable patch builds to complete sooner in the meantime if we adjust the number of resmoke jobs.
