Add new check in checkMetadataConsistency for invalid databases in the global catalog

      Once we confirm that no clusters have the 'admin' database registered in the global catalog (SERVER-101174), we should enhance checkMetadataConsistency to validate this assumption.

      The objective of this ticket is to introduce a new inconsistency type, InvalidDatabaseInGlobalCatalog, which detects any invalid database entries in config.databases on the config server, such as 'admin', 'conifg' or 'local'.
