      SERVER-101174 adds a feature flag, CheckInvalidDatabaseInGlobalCatalog, to remove the admin doc from the config collection. Also, SERVER-101175 could use the same flag to check for the cleanup/non-existence of (garbage) docs like those.

      This ticket is filed to enable the feature flag CheckInvalidDatabaseInGlobalCatalog in 9.0
