      SERVER-91231 removes uses of the legacy md.timeseriesBucketingParametersHaveChanged catalog field during regular operations, and adds logic to clean it up during FCV upgrade.

      Once 9.0 becomes last LTS we should remove the featureFlagRemoveLegacyTimeseriesBucketingParametersHaveChanged feature flag and all remaining references to md.timeseriesBucketingParametersHaveChanged as they are only used during FCV upgrade.
