Investigate how the server may respond to systems that use unexpected values for RLIMIT_NOFILE

      During the AL2023 upgrade, we learned that defaulting parameters to system values can cause issues when some systems have higher than expected values. Right now, we use a computation on RLIMIT_NOFILE to set the default value of maxIncomingConnections on linux. We should investigate how different values of RLIMIT_NOFILE could affect the server and consider hardcoding a value rather than depending on the system value.
