remove featureFlagSbeFull from fully_disabled_feature_flags.yml

      Adding featureFlagSbeFull to fully_disabled_feature_flags.yml resulted in no tests tagged with featureFlagSbeFull being run, even though the flag was enabled in the SBE full variant.

       

      SERVER-102993 will change this but until then we are re-enabling featureFlagSbeFull in all-ff variants.
