Make passing additional feature flags override fully disbled feature flags

      When a feature flag is added to fully_disabled_feature_flags.yml, variants that manually re-enable the feature flags using -additionalFeatureFlags still don't select tests tagged with that feature flag. We should change this so the tests are selected.
