Now that SERVER-102993 and SERVER-103569 haven allowed tests tagged with feature flags to run if the feature flag is enabled in a variant, even if the feature flag is fully disabled, we can add featureFlagSbeFull back to fully_disabled_feature_flags.yml, this disabling it in all feature flags variants and moving it to it's own dedicated variant as was done in SERVER-101234.
