Make the return statement in _killOperationsByIntent more meaningful

      Currently, _killOperationsByIntent just returns true in all cases. This function can fail or timeout, so we should explore if there is a case where it should return false, return an error, or change the return type to void. Most likely void is acceptable since anything that can fail in the function should throw
