Create ReplicationStateTransitionGuard class for Intent Registration

      As described in the technical design, this is a class which should be only constructible by the IntentRegistration class, and will be used to manage the lifetime of a state transition. This class on destruction will reset the values of the _activeInterruption and _lastInterruption fields
