Remove the featureFlagCheckInvalidDatabaseInGlobalCatalog feature flag once v9.0 becomes lastLTS

      I added an at-upgrade check to remove a {_id:admin} document in the config.databases collection on CSRS. This document should not be there, and is a leftover from an old version.
      Once we have upgraded, there should be no reason to keep the check around. Once 9.0 is LTS, this check can be safely removed.
