The objective of this ticket is to remove any possible entry in config.databases that have registered the admin database with a primary shard. This database should not be registered in the global catalog, and none of the existing commands allow it to be added.

When upgrading to 9.0, we must ensure that this entry is removed and not cloned into the shard-local catalog.
