Add ReshardCollection basic locust workload

      Since  genny is deprecated, we would like to start porting reshard collection workloads from genny to locust. With this ticket completed we should be able to run ReshardCollection workload in locust. This should be built upon to add further variations like ReshardCollectionWithIndexes, ReshardCollectionWithIndexes etc. that can be covered in same or smaller number of locust workloads.
