uninitialized_fcv_jscore_passthrough suites are missing common hooks

      All the uninitialized FCV passthrough suites are missing the common hooks defined in their base suite.

      For instance, I believe replica_sets_uninitialized_fcv_jscore_passthrough should have the same hooks defined in replica_sets_jscore_passthrough.
