Investigate adding in background hooks to uninitialized fcv suites

      the *_uninitialized_fcv suites don't have background hooks right now. We should investigate adding in CheckReplDBHash, CheckMetadataConsistencyInBackground , CleanEveryN and seeing if it is compatible with the uninitialized FCV node. This may require completing initial sync every N tests and tearing down the node and adding in a new node that has to go through initial sync.
