resharding_change_event_o2_field.idl was added in SERVER-65909 by the query team. It contains IDL types that represent the "o2" field of the resharding noop oplog entries that generate change streams event. SERVER-106284 introduced resharding_noop_o2_field.idl. It contains the IDL type represents the "o2" Field of the resharding progress mark noop oplog entries. We should move the IDL types in resharding_change_event_o2_field.idl into resharding_noop_o2_field.idl and remove the "ChangeEvent" from the names since those IDL types are also used by resharding when constructing those oplog entries, i.e. they are not specific to change streams.
