In SERVER-96843 we tagged 12 tests in core_sharding with the does_not_support_stepdowns suites. The reasoning behind this choice is not clear, and the consequences are that we lost important coverage for functionalities like moveRange/moveChunk or resharding.
The goal of this ticket it to recover back this coverage.
