Re-enable core_sharding analyze_shard_key tests in stepdown suites

      In SERVER-96843 12 tests in core_sharding were tagged with the does_not_support_stepdowns suites.
      One of the consequences is that we lost test coverage of AnalyzeShardKey functionality with concurrent stepdowns.

      The goal of this ticket is to understand why the test were banned and if we can re-gain the coverage by re-enabling those tests in the stepdown suites.
