Remove the feature flag mongodb setup for shard-dedicated-configsvr

      As a part of SPM-4134, we added a dsi mongodb_setup configuration that enables the feature flags introduced in the project. 

      • featureFlagReshardingRemainingTimeEstimateBasedOnMovingAverage
      • featureFlagReshardingAbortUnpreparedTransactionsUponPreparingToBlockWrites

      Mongodb setup configuration: shard-dedicated-configsvr and shard-dedicated-configsvr-low-cache. 

      Remove these once both feature flags are enabled by default.
