The goal of this ticket is to introduce server status metrics to track user-issued commands targeting directly system.buckets collections.

In 9.0 we are going to migrate timeseries collection to viewless format and customer targeting directly system.buckets collections would need to switch to the new rawData API. So the metrics introduced in this ticket are going to help us understand how many users/customers are actually targeting directly system.buckets collections.
