Update test hooks to use user-facing namespace instead of directly targeting `system.buckets` collections

      Several test hooks like validate.py and validateCollectionsInBackground currently target system.buckets collections directly instead of using the user-facing timeseries namespace. We need to update these hooks to operate on the user-facing namespace, which will work correctly for both legacy and viewless timeseries collections.

      This work was identified while implementing the CheckSystemBucketsMetrics hook in SERVER-112599, which detected direct system.buckets access.
