Handle FCV upgrade/downgrade for replication maintenance port usage

      We need to do the following during FCV downgrade:

      1. Drain any ongoing ReplSetReconfig commands (to ensure that there is no maintenance port information introduced)
      2. Run ReplSetReconfig to remove any usages of the maintenance port during FCV downgrade
