SERVER-113217 introduced checks preventing force reconfigurations which would add a maintenance port in order to ensure FCV downgrade is correct. However, the checks rely on the repl set config "getMemberAt" function which relies on indexes into the config rather than the more appropriate "findMemberByID" function which would be able to correlate members across configs.
