These suites should open a maintenance port on all nodes in the fixture during startup. Then, during the execution of the passthrough suites, it should reconfigure the replica sets in the hook with and without the maintenance ports. These changes should take inspiration from the replica_sets_reconfig_jscore_passthrough suites.

Eventually, these suites should be unified. But since we want better coverage for this specific reconfig at the start, we will create new suites for now.
