During SPM-4320, new suites were added to exercise reconfiguration adding and removing maintenance ports. Once 9.0 becomes last-lts and the feature is more stable, we should consolidate these suites with the existing reconfig suites so that the reconfig simply chooses randomly whether to change voters or maintenance ports. The normal reconfig suites are already owned by replication, so doing so will also transfer ownership to them.
