      This ticket should be able to accomplish all or close-to-all of the work laid out under "Pass IFRContext from router to shard in aggregate command" in the design doc.

      We will add a new optional field to all commands for the value of certain IFR flags – for now, just the $vectorSearch extension flag. In cluster_agg, we should populate the value when creating the request to dispatch to the shards. In run_agg, we should read any value received and pre-populate its value in the IFRContext.
