Run a checkpoint and retry when dropIdent fails in startup recovery due to dirty data

      Backporting the functionality of SERVER-99221 is more involved since the code there is tightly coupled to the changes of PM-3810 and it was pre-decided that that project will not be backported. In this ticket, investigate porting over the changes that fix this issue, namely the checkpoint-drop retry when it fails with EBUSY due to dirty data.

      Keep in mind that we want to avoid the risk of adding a high amount of checkpoint activity , and we might need to run a performance test after this change.
