Conflict between RTS and eviction regarding btree->rec_max_timestamp (take 2)

      See WT-13591 for the original description, this is the same problem
      WT-13591 was reverted as the suggested fix was not working correctly, especially this line where the code is incorrect, it should have been:

          if (F_ISSET(S2C(session), WT_CONN_RECOVERING | WT_CONN_CLOSING_CHECKPOINT))
