The restart behavior for the log-uploading tasks is non-intuitive. To re-run actual tests, the entire resmoke_tests task has to be restarted. We should see if we can make this any better, or at least at more guardrails and messaging to reduce the risk of confusion.

If test caching is enabled, it might eliminate the concerns about an expensive task being restarted many times, as it would just re-run failed tests. All passed tests would return the cached result.
