Add task dependencies to the generated tasks that show remote test results, ensuring they cannot be manually activated without the test execution having run.

Remove `evergreen/spawnhost/download_test_binaries.py`, now that `resmoke_tests`'s artifacts will be added to a spawnhost automatically.
