Use newly generated test certificates in unit tests

      • Add functionality to access the certificate directory from unit tests and fixtures, and replace references to certificates which are now generated to their generated paths
      • Depend on the //x509:generate_main_certificates target in any test targets which need certificates

      After this ticket, there should be no matches for the regex jstests/libs/.*\.(pem|crt|pfx|key(?!tab)) or any other certs.yml-generated certificates in any unit tests or fixtures.
