Implement IFR retry loop in top-level cluster runAggregate

      We should implement a top-level IFR retry loop in ClusterAggregate::runAggregate() similar to what is done in run_aggregate instead of catching it in cluster_pipeline_command and only implementing the retry loop in retryOnViewOrIFRKickbackError().
