Remove ClusterAggregate::retryOnViewOrIFRKickbackError

      Will need to rework the cluster find/modify paths to use the new path. These paths currently directly call `ClusterAggregate::retryOnViewOrIFRKickbackError` when receiving the CommandOnShardedViewNotSupportedOnMongod errors. We should instead look into changing these callsites to directly call the top-level `runAggregate` function, which was refactored to have built-in retries for views/IFR errors.
