Ensure timeseries tests are executed in FCV upgrade-downgrade suites in non-allFeatureFlag variants

      Recently as part of SERVER-117388 we made so that any test that uses areViewlessTimeseriesEnabled() helper function will be skipped, if we are running in FCV upgrade/downgrade suites.

      The problem is that we are not running those tests even in non-allFeatureFlags variants where viewless timeseries are not enabled.
