Do not kill nodes in sharding passthrough suite with stepdowns and FCV transitions

      SERVER-117388 implemented a suite that is performing background FCV upgrade/downgrade while randomly stepping down or killing node.

      Since killing and bringing back up a node may result in initial sync that is incompatible with FCV transitions, we should relax the conditions by only stepping down nodes.
