Add integration tests to join existing unshardCollection and rewriteCollection commands

      Add tests similar to the following for unshardCollection and rewriteCollection:

      jstests/sharding/reshard_collection_joins_existing_operation and jstests/sharding/move_collection_joins_existing_operation.js

      It may be also worth testing if operations join after failover of primary shard that is the DDL coordinator for these commands (ReshardCollectionCoordinator)
