In order to make refineShardKey authoritative the plan is to perform a series of changes across all chunks present on the CSS. As a result we need to perform an operation such that it changes the contents of the in-memory CSS arbitrarily.

We should explore if this is possible to do as today this all relies on a relatively complex and shared datastructure called ChunkMap.
