Reorganize snmp files in Enterprise MSI

      Right now snmp related files are dropped into C:\Program Files\MongoDB 2.5.5 Enterprise\bin

      We should include README-snmp.txt from the enterprise repo and put all the files in an snmp directory next to the bin directory, similar to SERVER-10324

      So in that directory would be:
      README-snmp.txt
      MONGOD-MIB.txt
      MONGODBINC-MIB.txt
      mongod.conf.master
      mongod.conf.subagent
