Update snmp.md

      The contents of this file are old and should be updated.

      I think it should just explain what the snmp-related files are, be renamed to README-snmp.txt, and should apply to both windows and linux. The renaming will eventually require packaging/build changes to packager-enterprise.py, packaging files, and MSI generation files. For now it only requires changes to build.py.
