ConfigsvrCoordinator and RecoverableShardingDDLCoordinator both contain nearly identical inline session‑management logic for acquiring sessions from the InternalSessionPool, incrementing transaction numbers, and releasing sessions.

This ticket extracts that logic into a shared, reusable component, and refactors the existing coordinators to use it. This component will also be extended by the ReshardingCoordinator in subsequent tickets.
