Integrate OSI session management into ReshardingCoordinator

      Hook up the OSI session utility to ReshardingCoordinator. The coordinator should be able to acquire and persist a session, retrieve the current OperationSessionInfo, and increment the txnNumber across successive remote command calls. Session state should be recovered correctly from the coordinator document after stepdown.

      Add unit tests to verify persistence and recovery behavior.
