Investigate and re-enable sharding_stepdown_fcv_upgrade_downgrade_jscore_passthrough on ppc64le

      The sharding_stepdown_fcv_upgrade_downgrade_jscore_passthrough suite was disabled on ppc64le (see SERVER-122598 and BF-41900)
      due to excessive time to elect a new primary after forced stepdown.

      Investigate the root cause and remove the incompatible_ppc tag once resolved.

      Note: sharding_kill_stepdown_terminate_jscore_passthrough runs on ppc64le without issues, so the problem is
      likely specific to the FCV upgrade/downgrade passthrough configuration rather than a general ppc64le stepdown
      issue.
