migration_coordinator_failover_include.js should retry both branches

      After SERVER-92680, migration_coordinator_failover_include.js was made to retry on FailedToSatisfyReadPreference in the commit branch. However, the same issue can affect the abort branch as well, which is just as vulnerable, as seen in BF-42251. We should retry on both branches.
